A recent article can describe an old event, and an old document can remain the best source for an historical question. Decide which date matters before filtering a search.
Use after: and before: only when a publication period helps your question. Then read each result to distinguish event date, original publication and subsequent update.

Compare official pages from before and after the change and note their versions.
